it only comes up when someone comments below you...so if it is not on THIS REPLY on the right side under the blue bars something is wrong

I figured it out. The +/- will not show up UNTIL you have reached a level of Street Cred that allows you to vote. Over-simplified...... you gotta earn the right from your fellow members to add or take away reputation. Right now, the bar is set pretty low because no one has reputation points.
