what would you guys do about this? NOT BONDO! lol, either a lower 1/4 panel replacement or a patch panel? i can get a local body shop to come out to my house and patch it for $250-$300. or ill just replace the whole thing and thats about double.

honestly corey i wouldnt bu\y the whole quarter panel unless its rusty on the bottom of the quarters behind the back wheels
what you could do is get a thin piece of sheet metal and put it over the rusty hole and shape it the best you can to where all sides will be welded on clean (not rusty) metal, then when it is perfect you can cut out the old rust and put the new one on there with sheet metal screws until you can get ahold of a welder, look up how to repair rust holes and youll learn theres no point in buying the whole quarter
i am your age and even i wouldnt do that

Why not try to find another in a junkyard and cut that section out a bit bigger then weld it onto yours.
