heres a 73 MONTE front bracket


and the mounting holes are 8" center to center

yes the bolt spacing is different from the Laguna to the Malibu bumper and thats probally the problem

That would be the issue than, the holes didn't line up at all, it didnt even fit the shape of the bumper. Sad really
