How do the seat belts in the attached pic work and hang?

2 piece design, 73 was last year for it. The shoulder belt you have in hand attaches to the lap belt. Lap belt should have a oblong hole to slide it into. When not in use, you fold it up and tuck it in the overhead space.

Problem is.....I think this car was a bench and I have found swivel buckets for it and I want to make it look correct

The end buckle of your floor retractor will be the same whether bench or swivel bucket. Difference is in the retractor itself. Swivels use a stand alone retractor that mounts behind the seat; as compared to the bench seat retractor that supports the outer rear seat track mount. You'll also probably want the correct inner belts, too.
Bad news is the swivel bucket retractors have become very hard to come by. And, when you do find them, they are pricey.
