Rust issue
This is the bed of an El Camino I'm interested in. The guy says it's surface rust. What do you think?

I'm sure it is. If that were coming up from underneath, there'd be holes...or, at least so thin you could stick a screwdriver through it.

That looks like surface rust on the verge of becoming something worse. Should still be salvageable, but it'll be a fair amount of work to get rid of it, and it'll leave the metal thin in that area.
