Heater Box Insulation? Empty Heater Box Insulation?

Not sure what the flap looked like from the factory but is there a need to add something to on the flap? I was going to scrape the remaining stuff off.

The tan/black stuff is flaking off of mine. Below is the piece that I am referencing.
